The downlink frequency on the gateway logs you posted is 923.2Mhz. That’s why @Hobo wants you to doublecheck the frequency plan you selected on setting up the gateway 
This is the IN865 frequency plan from TTN.
As it’s a Pi based gateway, why not reinstall from scratch - shouldn’t take more than a few minutes and you can record your setup as you go.
Also, please don’t cross post to TTN, it gets confusing for the volunteers over there as things progress but no one can figure out why because the discussion is else where. Stick to here, RAK are the experts on the RAK2245!
Sure will do that. But I am not getting the issue solved and I’m not sure if the issue is from the RAK side or from TTN. But the TTN downlink frequency is at 923.32Mz though I have configured in the Indian frequency band.
Anyway, will reinstall from scratch.

Can you post a screen shot of the TTN gateway page, just to sanity check it for you.
And can you find an official or branded power supply - not saying that has any bearing on what TTN servers may request your gateway to transmit on, but it helps with the Pi & the radio board don’t brown out due to power issues.
Would be useful to know if ABP is OK and if you can send a downlink to an ABP device.
Due to the general nature of Programmer OCD with a good dollop of paranoia, can you confirm that this means:
- ABP will send uplinks OK?
- If you schedule a downlink, it is sent at 923.2?
And, finally, is this before a re-install or after?
ABP issue is there even after re-install.
If I schedule a downlink, it is sent at 923.2. I shall share the screenshot if required.

It’s not clear how you are determining that it’s requesting a send on 923.2.
The log shows the uplink and the subsequent downlink on 865.985 so this looks OK and I’ll assume that the information appears as expected on the web console.
Can you try again with OTAA and post the log so we can see if the re-install has changed anything.
The RSSI shown in the second log seems rather high - how far apart is the gateway & device?
Whilst in theory this is irrelevant to the TTN asking for the wrong frequency, it will still have an impact on other tests as both transmitters can overload the input stage of the receiver and make a mess of things.
As a part of testing, they are just few meters apart. Should I keep them away?
Yes, read above, the concentrator can get very confused about which channel received a message if you have reasonable antenna’s without any blocking.
A brick wall, a computer monitor or 5m is needed to minimise this. Preferably 20m separation.
I’ve kept them apart. Still the same scenario.

The above log shows TTN has sent at freq":865.985, but not forwarded to the mote.

From me personally, no, I’ve spent the last few hours unconscious.
Before buying, I checked with the RAK store and confirmed that this module will work in India. Right now I am completely clueless on this issue. I need to complete this at the earliest for POC.
Kindly provide a solution at the earliest.

cslorabox on the TTN forum gave a suggestion about using a different EUI just in case something has gone wrong inside the TTN servers with the gateway registration.
