Am I to assume it did work initially ?

Good question, I already deleted and created it again, but the behavior is like it was always there.
It seems like a TTN bug for me.

Honestly it seems as a TTN issues. OR I simply can’t figure out what is the problem as it is not that obvious. We will get a couple of heads together tomorrow and brainstorm it.
I found the solution! 
I is the TTN Router. I tested some without a good result, but when I use a router called ttn.opennetworkinfrastructure.org, the traffic become normal.
The strange is that I have a TTN Indoor Gateway working with the router brazil.thethings,network without problems. Very strange
Indeed perhaps is some error with the old eui still bei g registered or something. Honestly never seen this happen before
