About highly powerful offline solution

Hello,
I m looking forward for highly integrated device which can do the same work as respberry pi do , to run offline wikipaedia and educational content from it. Since we all know respberry pi has it limitation of wifi over few meters.
I m looking forward for solution that we require the device should able to grab the range between 3-4km and can run for atlist 500 members at one time to spread offline educational content though over wifi system.

This will be the biggest requirment of todays day.
Is that any power device like this available please let me know as soon as possible.

WisBlock will not be able to fit on your requirements.

You can look on ubiquity for long range p2p links for high speed broadband connectivity. LoRaWAN and other LPWAN technology are for long range but limited to low bandwidth/speed communication device communication.
