Downlink in class A mode

Issue: not available to perform downlink in class A mode.

Setup: Class A, OTAA, KR920, Confirmed both sides.

Server: Chirpstack

Details: I made the server execute enqueueing downlink payload “aGVsbG8gd29ybGQ=”(hello world). To receive it, I executed “at+send=lora:1:3132” but I can see only “at+recv=0,-14,7,0” on the RAK serial tools. But I can see downlink count is increasing every time I perform the downlink.
But it works fine in class C mode. “at+recv=1,-14,7,11:68656c6c6f20776f726c64”

When sending the downlink in classA mode，

you must first make the downlink data in the queued state, then send an upline data，

a downlink data will be successfully sent, otherwise due to the short window receiving time, the receiving failure.
