Error at the installing process

Hello, I can’t set up my device, every time I get the error: „Unable to Assert Location for Strong Iron Ferret for reason: {invalid,insufficient_balance}.“. I’m always at the end of the setup process and then this error comes up when the device is uploaded. what could be the reason?

I‘m have the Rak wireless v2 Hotspot.
