it cannot do anything, it only blinks green on reset or on bootloader mode, but it doesnt run the code, if i swich the chip to another 19003 it works flawlessly, so i guess something is malfunctioning in the 19007 board not the 4630 chip

Based on your information, it appears something is wrong on the RAK19007. Was it subjected to any stress? Are there other modules attached to it? Did it work before?
yes, i saw another post on reddit mentioning the same issues, no modules, only a lipo attached to it, it was working fine, suddenly it stopped
