I can’t able to program the RAK4631 (without rak19001) module using nrf52840dk on-board debugger. I can only able to flash program with help of RAK19001 wisblock board.
Could you please let me know how to resolve this ?

You cannot upload FW without the baseboard because it provides the needed power of RAK4631. It operates in High-voltage mode and using SWD connection via nrf52-DK wont provide it.
