Hello,
I now updated my RAK7248 to the latest firmware 4.2.7_20210121 and the device is starting up fine. Green and Red LEDs are blinking. However no WiFi Access point is online.
How to solve this issue.

The firmware you are using is outdated.
I am suggesting flashing RAK PiOS – a Raspbian-based OS tailored for RAK Developer gateways. Guide can be found here - https://docs.rakwireless.com/product-categories/software-apis-and-libraries/rakpios/quickstart
