Can the tx output power be configured in the gateway or in lora network server?

Yes the TX power can be configured in the Builtin server.

The Network Server is what determines the power output basically, the Gateway does not decide this on its own, thus the option is there in the Built-in Server and not in the other modes. Whatever Network Server you are using for the LoRaWAN you need to set this there.
