Is openVPN or WireGuard available for the RAK7289CV2 with firmware 2.3.1 or is the only option downgrading to version 2.2.15-2.2.16? Are there any extensions for openVPN and WireGuard available for FW 2.3.1?

Is it normal for the openVPN and WireGauard (1.2.0) extensions to be visible locally (after logging in to the GW locally) but not visible as extensions in WiSDM? I only see 4 extensions in WiSDM. This applies to FW 2.3.1

Yes, it is normal. The extensions management will be added in WisDM in batches. These are the first ones added. The others are expected soon. I will ask the internal team for more information on OpenVPN and WireGuard extensions, and I will report to you when I have more information on when to expect them in the WisDM extension management.
