Issue: RAK811 didn’t send ACK for confirmed downlink

Setup: AS923 with V3.0.0.13.H.T3 firmwave Class: C, IsConfirm: true. Gateway RAK831

Server: Chirpstack network server, class C profile.

Details: the RAK811 module didn’t send any ack for confirmed downlink, the server report ack false. Although uplink work fine with ack.
