My RAK10701 LoRaWAN field tester only sends uplinks when it has an adequate GPS signal. To my knowledge, this is intentional.
Is it possible to configure the tester so that it will send uplinks even without a GPS signal? My network will be inside buildings.

It is not possible to configure the device to send uplinks without a valid GPS location. It will require changes in the source code.
The firmware source code for the RAK10701 is open source and available in our Github repo
