USB over-current

Hi I have a RAK8213 on the mini-pice #3 and a nvme ssd on the m.2 slot on a RAK7391.
And I keep getting usb over-current problem on the RAK8213:

I tried another modem, it is the same. the modem only works when the ssd is not connected.
My ssd draws around 1W and the m.2 slot supports a JMB585 which can draw even more.

It is only my RAK7391? Can you guys run a modem with a nvme ssd no problem on the RAK7391?
