is there util_spectral_scan in the RAK 7249 and RAK7258 gateway?
No.
As the readme at your link will confirm, spectral scan requires a gateway with an FPGA and additional node type radio, typically only used in countries with listen-before-talk regulations.
The vast majority of gateways on the market do not offer this - they have only the LoRa concentrator chip which is only able to receive LoRa packets, not measure channel RF energy the way the spectral scan utility is designed to.
