1-2m is quite close, but I saw you lowered already the TX power. I think it should be ok.
On the third device, you are using a different SF. Is your receiver adopting to this different SF when it starts listening to it?

I did not reproduce the phenomenon, maybe because I took care of the buzz loop().
It might be an easy mistake. Currently it is not happening.
