If I get the RAK3172 with the IPEX connection, can I still use a PCB antenna on pin 12 and not utilize the IPEX connector in that scenario?

No you can’t. If you use the IPEX variant, the RF pin is floating and not connected to anything.
You might have missed it (or maybe just need confirmation), but it is in the datasheet pin table:
